Answer — When a checklist starts with an RFI stage, only the person who has been given that RFI can start it. If it isn't given to you, you'll see the message "Not allowed to start inspection as 1st stage is RFI which is not assigned to you."
Check who is meant to raise the RFI for this checklist — it may be another team member.
If it should be you, kindly ask your Project Admin to assign the RFI for this checklist.
Once it's assigned to you, you can start the inspection.
Why it happens — The first stage is an RFI, and only the assigned person can start it — this keeps it clear who is responsible for requesting the inspection.
