An RFI (Request for Inspection) is raised by the maker/contractor to ask that an inspection be carried out. The RFI and the inspection are two separate stages. First the approver reviews the RFI and accepts or rejects it; once the RFI stage is completed, the inspection stage can be started — by the user assigned that checklist.
